CAN WE STOP THE STARVATION OF BIBLICAL DIMENSION ON MADAGASCAR?

I noticed in the media the growing conflict over water on the Indus River between India and Pakistan. I looked into the data and understood that Pakistan, dominated by the sacred Indus River, can develop its future on BLUE GOLD.
For a general understanding, we need to realize that, for example, in the capital of Pakistan (Islamabad), the average annual rainfall has decreased by more than 400 mm in half a century.
During the same period, the average annual temperature has increased by 2.1 degrees Celsius! Today it is “only” 38 degrees Celsius. As a result, the country suffers from drought for 7 months of the year. It is even worse from year to year. Therefore, it is logical that the diversion of the waters of the Indus River can be the cause of the escalation of the conflict between the neighbors.
The nature of precipitation in the entire Indus River basin also indicates that the area is more prone to flood extremes and subsequently extreme flood droughts. If I were a public official in Pakistan, I would focus on the ecosystem restoration of the damaged land, which would restore the former glory of this unique country.
Although the source of Pakistan’s current water wealth is the upper part of the Indus River basin, which is located in India, it is obvious that Pakistan could become a country rich in water right on its territory.
Pakistan could export BLUE GOLD from the country in the near future, just like other countries do, on condition that it restores oil. Pakistan is located in the center of a region suffering from water shortages and has a chance to use this geopolitical advantage. Will it happen?
